Two Ballard Spahr attorneys with public finance and infrastructure roles have been promoted to the of counsel level.

Stephanie S. Kim and Katie Leesman, both of the firm’s Washington, D.C., office, were elevated, Chair Mark Stewart said Thursday.

Kim, in the firm’s public finance practice, serves as bond counsel, lender’s counsel, underwriter’s counsel, borrower’s counsel, and trustee’s counsel on municipal bond financings, including general obligation, revenue, conduit, solid waste, bioenergy, manufacturing, health care, and educational facility bond transactions.

Leesman is in the firm’s P3/infrastructure practice, focusing on energy project finance, public-private partnership projects, project development and acquisition, related financings and related federal and state energy regulatory matters.

She is experienced with different types of project technologies, such as commercial, utility-scale, residential-scale photovoltaic systems and community solar projects.

The pair were among eight attorneys whose promotions were announced Thursday.

Other attorneys promoted to of counsel are Matthew E. Kelley in the litigation group in Washington, Michael S. Myers in the litigation group in Phoenix and Los Angeles, Chittam U. Thakore in the intellectual property group in Atlanta and Brittany M. Wilson in the litigation group in Philadelphia.

The two attorneys who have been elevated to counsel are Jim Hannon in the intellectual property group in Atlanta and Lindsey Parker in the real estate group in Salt Lake City.

The eight attorneys “embody the Ballard Spahr hallmarks of legal excellence and an unwavering dedication to clients,” the firm said in a release.
